Explaining the scene: This is a much younger Palpatine with his campaign manager, from my fics What Lies Beneath and Murder by Murder. In WLB, Palpatine uses the issue of slavery in the Republic to grandstand and make a speech on the Senate floor that ultimately gets him nominated, in Murder by Murder, for the Galactic Peace Prize. So this is the Peace Prize banquet night.
